- Open registry editor by typing regedit in the Run command
- Navigate to HKEY_CURRENT_USERSOFTWAREMicrosoftSpeech_OneCorePreferences
- Create a new DWORD with name VoiceActivationEnableAboveLockScreen and give its value as ‘1′
- Restart your computer for the changes to apply, stop at lock screen and say ‘Hey Cortana’ to see if it is working or not.
